Most of this stretch of land between the blast furnace and the beach seems to be made up of clinker from the furnaces

Is Redcar on Teesside? If so, your description chimes exactly with Jane Gardam's evocation of the coastline in the Old Filth novels.

The blast furnace is a few meters out of shot on the left of the road, so at the very least its the road alongside hell :-)

In the third of the Old Filth trilogy, she mentions the industrial coastline and in particular the 'black diamonds' that people could beachcomb for as cheap fuel.
