This is a very quick edit Fogey . The photo was uploaded to photoshop and  I  then opened it in:-

Filter >camera Raw  filter > Basic  Option and moved the Highlight slider  to -70 and the Shadow slider to -50 ( to bring out a bit more detail in the white petals ...)

Then I adjusted the noise  under the Detail Option banner.( still in the Raw  filter  despite it being a jpg ) ( you need to zoom in a lot to see how far to move the slider for noise and coloured noise   to the right  to get the effect you want )>Click OK 

 Next Open Filter>Artistic > Smudge stick >adjust  stroke length to 2 ,Highlight area to 1,  intensity to 3 ... Just play around til you get the effect you like . >Ok

 then open the image in the Nik collection > colour Efex pro 4>Graduated Neutral Density and adjust the  sliders on the right to get the desired effect .> add filter    > ok  

Save as  your new edit . Hope that helps explain how I got there ....cheers !
