You were all pretty close, but I must give the prize to BILL......why.............when he only has a question mark for an answer?

Because the clever so and so guessed correctly first shot, so I requested he edit his answer so others could have a go.

The answer is ......A huge pile of builders sand that had been dug into by a machine, then left to dry out in the sun.......as soon as I saw it I spotted the potential for a bit of photographic fun.

To achieve the Alps look.....Using layers I lightened and then Gaussian Blurred background trees to form the sky, then Softened it further to create the mountain mist......some of ths was cloned over thetop of the heap with a little merging and further lightning to achieve that very soft misty layer.......further CS3 tiffling and selective sharpening created the final mountain.

Makes you want to find your old THUNDERBIRDS toys doesn't it?
