Ok! 

 

The background was out of focus, but not enough, so it was distracting. So I used Element's "Magic Extractor" to select the flower into its own layer. Then I applied Gaussian Blur to the background layer (which still had the flower in it), and then merged the two layers. The sharp flower overlays the blurred version of itself which is why the edges have a slightly soft and dreamy character.

my favourite rose too 

have to say its a very dreamy romantic picture but im not sure it totally does the flower justice being so soft focus ... but thats just my opinion 

 

That's an interesting view - on my screen the flower is crisp, but the background is much more soft focus than it actually was to start with.
