This tourist was totally bowled over by the Husky? dog, I'm sure that the man and dog are very local and sit there to get attention on other days.

That just works on a number of levels. The people and dog (although I'd have preferred the woman to be looking back at the dog) make an excellent foreground interest, especially with your mono processing. The background is still visible without blur, so as to provide a non-intruding backdrop.
