I have cs4 photoshop so exactly what i did wont really relate to elements but should be somewhere near 

1 I sharpend the image (the slight halos around the roof tops were there to start with I could have cloned them out but this sis just a quick edit) 

2 I brought up the highlights by image shadow/highlight but curves or levels could equally have been used 

3 I cropped the right hand off

4 I used the clone tool to remove some of the red in the power house and shoot a few seagulls 

5 I re sharpend slightly 

I hope you like the finished edit 

Some one with elements could probably translate these steps to a relevance with elements lancing%20chapel%201_zpstechwom3.jpg

You could have done exactly that in Elements too, which has all those tools.
