That's a good question Cheryl ... I played with this for four hours can you believe,  only using Photoshop  and had various results.. I used Photoshop Creative Cloud 20  and I do remember first using the oil paint  filter and didn't like the results too much so I reduced the opacity on it.   then I added a blending option after using a filter under the stylise option called  find edges that  just left the whole  image looking like a  line  drawing .. Then I used a masking layer   to bring  back some of the oil panted  layer underneath in varying opacity gradually blending the effect ...adding it and talking it away  using the reveal or conceal option that the mask gives ..  I know I used a wet watercolours  brush in a pale grey  to paint over a pale wash at one stage .To be honest I haven't  saved the record  of all the steps I took as some were abandoned when I didn't like the result. I'm  sorry I cannot give a really definitive  answer as i usually try to do that as often there are only about a dozen layers  that I use  but on this I did use considerably more layers albeit it some were discarded ... Sometime you just have to experiment with layers and see what works ... Sorry  I could be of more help on this one ...
