A mosaic of hundreds of little photographs, the vertical rectangle making up the whole scene are all the same dimensions......a lot like an HD TV screen .....a composite picture made up of hundreds of others ?

No but it certainly looks like that.

It looks like the original was subdivided into "superpixels" (with one scale for rows and two for columns). And then rows and columns of superpixels were permuted (but only over fairly short distances < 5). Possibly the blocks of 4 smaller superpixels were simply reversed (giving the two separated edges of the tower for. example).

Is it a photograph deliberately digitalised, printed  then cut into vertical strips which have then been raised and lowered to cause the distortions ?

or somethin’ Like that ?

I seem to remember that there used to be a lens filter for film cameras that produced this sort of effect.   Something recently dug out of the bottom of your camera bag then?  Altenatively, what's left of the glass from your front door.
