Been having a play with Topaz Studio 1.7.6 (now that it finally downloaded and installed), I used a adjustment called Dramatic Black and White then twiddled a bit. It was just a bit dark so then I opened it in Photomatix and played with the lighting effects.

Thanks Jon and Vanguard, I had in mind those dramatic Ansel Adams black and white images.... I have posted this same image as a colour image, it was taken close to sunset so the hill and foreground were bathed in a lovely warm light - though the clouds were mean and broody.... interesting how changing from colour to mono completely changes the feeling of an image. I must admit for mono's I tend towards the darker spectrum myself.

For those unfamiliar with the area, Pendle Hill derives it's name from 3 different languages all meaning hill - Pen from Cumbric, hul/hyll Old English and modern English hill.
