Produced by accident and not by design.  The image is of a Ferris wheel lit up in the evening.   I processed the shot in Topaz Studio and just wondered what it would look like with a circular motion  filter dropped on the wheel.  When I saw the ground wrap around the image of the wheel it looked appealing and this is the result.  The blue hour sky seemed to help the result too.
